Through educational resources and courses of studies that were available at military installations, she attained credits required for a high school diploma and an associate degree in business administration with a major in office management.

On July 5, 1952, she married her hometown sweetheart and the love of her life, Moses C. Brooks, of Northumberland County, who had been drafted into military service with the United States Army during the Korean War (1951-1953). She accompanied him at US. Army installations wherever feasible, including several extensive assignments in Europe that enabled them to enjoy travel and vacations in Germany, Austria, Italy, and the Netherlands. During the period of her husband's military career (1951-1977), five children were born to their marriage union: a daughter, the late Deborah Yvonne Brooks-Liggan; a son, the late Juan Moses Brooks who died at birth; a daughter, Sharon Darnell Brooks Hodge; a son, the late Michael Cornell Brooks; and a son, John Moses Brooks.

Alberta (Peggy) Hall Brooks used her education and experiences to begin and complete a career with the United States Civil Service consisting of work assignments as a clerk typist at the Criminal Investigating Division (GS-03-05), Fort Belvoir, Virginia, and office manager for the United States Department of the Army Reserves (GS-06-09), the Pentagon, Washington, D.C. In addition to her several promotions, she received numerous awards for outstanding work performance.

After retirement, Alberta (Peggy) Hall Brooks was appointed Deaconess at her hometown Church (Zion Baptist Church, Kinsale, Virginia) and served for 10 years as a teacher for the church's Youth Vacation Bible School, and assisting her husband, who had been ordained Deacon of the Church, and Chairman of Cub Scout Pack #270, under the sponsorship of Zion Baptist Church. In year 2000, they relocated in Northern Virginia due to their declining health, to be near military facilities that provided the healthcare they needed and joined active Christian fellowship with Shiloh Baptist Church (New Site), Fredericksburg, Virginia, where both continued to serve in various capacities until their health prevented their participation.
